The Lewis and Clark Branch is seeking a full-time Assistant Manager, Circulation to assist branch management in maintaining operation and supervision of the branch to provide quality Library service to all Library patrons.

The mission of the St. Louis County Library is to provide the resources and services to enrich individual minds, enhance lives and expand perspectives. SLCL is an award winning library system with branches throughout St. Louis County. We have transformed into a meaningful community resource with updated facilities and an array of programs and partnerships that serve over 860,000 patrons.

Salary: $70,571.00

Hours: Tuesday – Saturday, one evening per week

One Sunday per month 

Essential Responsibilities:

  1. Schedules staff and monitors attendance to ensure adequate staffing.
  2. Assists with overseeing branch operations.
  3. Oversees and participates in public service activities.
  4. Assists in hiring, training, evaluating, and disciplining staff to ensure the Library staff is capable of giving the highest quality service.
  5. Assists in the development and maintenance of the branch collection to ensure the branch meets the needs of the community it serves.

Description

Under the direction of the Finance Manager, this position is primarily responsible for administering assigned awards/grants/contributed gifts, including but not limited to grant or project set up, management, and closeout with grant/project reports. Communicates with departments/branches, Library Foundation, grantors, donors, and others in a courteous and professional manner to resolve issues and seek or provide guidance. Monitors awards and interprets/reviews award documents for compliance with Library, local, state, and federal rules and regulations, and any sponsor-imposed financial [CC1.1]restrictions.

Job Duties (Essential Functions)

  1. Communicates with Philanthropy staff/Foundation and program staff to request clarification, additional information, or modifications to previously approved grant budgets.
  2. Processes grant funded payment requests and reconciles related credit card purchases for department/branch staff.
  3. Produces customized reports and queries to verify all charges are appropriate and regularly updates revenue/expense status for each project with the responsible department or branch staff.
  4. Consults with department/branch staff regarding improper findings, such as negative balances, over-expenditure, etc., and maintains associated backup documentation.
  5. Determines and designates the proper grant/project budget, report expense categories, and fund allocations in both accounting and payroll system.
  6. Prepares required interim and final financial grant reports and ensures compliance with all applicable Library policies, local, state and federal government regulations, and sponsor-specific instructions.
  7. Gathers and maintains necessary back-up documentation, reports, or certifications to support invoices, contributed fund designations, and/or financial reports as required.
  8. Performs all activities related to closeout. Verifies that all proper payments were applied to the project. Closes budget and transfers indirect funds into the appropriate residual project as necessary.

Additional Duties

  1. Enhances area-specific knowledge by attending training sessions, seminars, and meetings.
  2. Reviews, updates, and develops library policies and procedures for grant/donation management.
  3. Serves as a backup for Accounts Payable and Purchasing duties and other duties as assigned.
  4. Participates in other library activities/events or joins library committees as assigned.

Requirements

  1. Must have excellent written and oral communication skills and be customer service oriented.
  2. Extensive experience in accounting/finance or grant/project management systems.
  3. Basic knowledge of overall finance operations, including internal control compliance.
  4. Strong analytical and problem-solving skills, along with attention to detail.
  5. Ability to effectively organize and establish priorities.

Required Education and Experience

  • Two years of related accounting or financial grant coordination experience required
  • Bachelor’s degree in accounting, finance, business administration or other appropriate areas preferred
  • Ability to speak and understand English is required. Additional consideration will be given to individuals that are proficient in any non-English languages utilized in Jackson County, MO, including Spanish, American Sign Language, Vietnamese, French, Arabic, and Swahili.

Work Environment

Summary


Library Collections consists of two departments, Collection Development and Discovery Services. Reporting to the Director of Library Collections, the Collections Manager oversees the Collection Development department, managing centralized collection development responsibilities, resources, and data. The position is responsible for the physical and digital materials collections and electronic resources and supervises the Collection Development Librarians, who select and maintain physical materials, and the Sr. Virtual Resources Librarian, who selects, maintains, and provides training for the digital materials and electronic resources.

Supporting collection impact, strategy, and innovation, the Collections Manager requires strong supervisory skills; understanding application of collection development principles; expertise in data analysis and presentation in a data-informed environment; effective use of reporting and discovery tools to support decision making; thoughtful and accurate materials funds management; experience with vendor relations, including contract review and negotiation; and ability to select materials for special collections.

Critical to the success of Library Collections, the Collections Manager plays an integral role, collaborating closely with the Director of Library Collections and Discovery Services in a creative and dynamic environment.

Job Duties (Essential Functions)

  1. Contributes to development and execution of system-wide collection strategy aligned with organizational and departmental priorities and community needs.
  2. Supervises Collection Development staff activities and development.
  3. Manages and maintains the Collection Management Plan (CMaP) that informs and guides Library Collections goals and practices.
  4. Creates, coordinates, implements, and supervises efficient staff processes and workflows.

Description

Summary

The Lending Technology Specialist reports to the Desktop Support Administrator and is responsible for providing support to staff and administrators for the library’s patron-facing technology lending programs.

The professional will focus on providing deployment and ongoing technical support with the library’s technology lending programs and will help to communicate to library staff on successful use of the library’s public technologies. The specialist will focus their energies on circulating technology, finding the overlap with on premise technology the library offers to patrons to better support and integrate a patron’s digital experience with the library’s tools.

The position advises the Desktop Support Administrator on lending initiatives successes and struggles and helps to prepare reports for the Director of IS that advise on overall initiative direction.

Job Duties (Essential Functions)

  1. Manage a ticket queue for patron-facing technology, acting as an escalation point for KCPL device-related issues. The Specialist will work trouble issues to completion or hand off to a higher tier knowledge asset within the established Service Level Agreement timelines. Recommends process improvements to the Desktop Support Administrator on the daily operation of patron-facing technology.
  2. Assist in the development and accuracy of staff protocols for on-site and partner organizations with the goal of ensuring consistent patron experience and security. The specialist will support library staff with training documentation that teaches these protocols, explaining how they enhance patron experience and security.
  3. Works alongside Information Systems staff, especially the Public Technology Specialist, to continually broaden and improve the library’s patron-facing technology lending materials.
  4. Provide professional support to Library Services staff to evaluate and recommend patron-facing technology programs, coordinating and reviewing with Information Systems staff to evaluate support models for proposed patron-facing technology.
  5. Assist in preparing public hardware for deployment, coordinating work with others to keep service delivery on time through the lifecycle of implementation and service management. The specialist will monitor loss and return rates and make collection enhancement suggestions as needed.
  6. Engage in training, both vendor provided and self-guided learning, to develop expertise in the different techniques and software the library maintains for patrons.
  7. Maintains familiarity with basic IS operations.
  8. Participates in after-hours and weekend on-call support rotation cycle.
  9. Performs other related duties as assigned.

Requirements

  1. Understanding of the purpose of technology in a public service environment with the ability to apply that broad knowledge to an understanding of how Library staff and patrons utilize that technology to acquire service.
  2. Demonstrated problem solving and trouble shooting skills with the ability to learn new user skills sets and learn to administer systems quickly.
  3. Experience with OS configuration and a technical admins level of knowledge of office productivity software.
  4. Ability to exhibit patience, cultural sensitivity, and establish boundaries and mutual respect with staff and patrons.
  5. Ability to plan and carry out projects; able to partner and consult to advise others; and proficient at communicating orally and written.
  6. Experience writing documentation and/or documenting work processes.
  7. Drivers License and ability to travel.
  8. Ability to lift up to 50 pounds, assisted when needed.

Required Education and Experience

  • Bachelor’s degree in a liberal arts discipline or a computer science discipline and 2+ years of public library experience.
  • Knowledge of computers, the internet, Windows 7 and 10, the Microsoft Office Suite, web applications, troubleshooting skills and Integrated Library System databases.
  • Experience supporting end users technology as a help desk technician.
  • A+ certification preferred, but not necessary.

Position Overview

The Branch Manager II is responsible for modeling excellent customer service to all staff and customers. As part of the collaborative leadership team of the Library, the Branch Manager II interprets and implements the direction of the Library to assigned staff members in the areas of supervision, Board policy, procedures, programs, and collection maintenance. The Branch Manager II is responsible for clearing barriers to excellent customer service for staff and keeping abreast of current library trends and services. Specifically, a Branch Manager II supervises a large branch or 2-3 small branches.

Essential Functions

  • Manages branch staff of 15-35 employees
    • Plans and manages the work of all branch employees 
    • Effectively communicates information in a timely manner 
    • Creates training for branch staff 
    • Collaborates with branch staff to create plans for programming and outreach annually 
    • Evaluates individual and team performance 
    • Oversees annual branch staffing budget 
  • Leads the hiring process up to 5-10 new hires annually  
    • Works directly with the human resources department on the hiring process.  
    • Interviews, selects and documents hiring process 
    • Coordinates onboarding for new hires  
  • Manages facility of over 25,000 sq ft.  
    • First point of contact for vendors, contractors, facilities department and IT.  
    • Daily walkthroughs to ensure safety for staff and customers

    • Responsible for supplies budget of the branch 
  • Curates’ collection and merchandising  
    • Deselects and trains staff on deselecting library materials

    • Trains staff in efficient merchandising practices to engage customers 
  • Regularly works directly with customers on the customer service floor to keep up skills and observe staff interactions. This duty includes being a role model and ability to train staff on exceptional customer service in areas of technology, reader's services, and account transactions 

Education and Experience

  • Master’s degree in Library Science from an ALA-accredited program Required
  • 3 years of Supervisory Experience Preferred
  • 3 years Library Experience Preferred

Description of Primary Duties:

1. Manage library electronic resources, including acquisition, implementation, renewal, assessment, and annual subscription reviews.

2. Create and share electronic resource usage reports. Implement various assessment tools.

3. Manage library print serial collection, work with vendors on digital, digital and print combination, or print packages.

4. Negotiate favorable license agreements in consultation with University Legal Affairs and Compliance and Procurement Services. Provide support for inquiries related to interpretation of license terms.

5. Ensure accurate recording and maintenance of library electronic resource administrative data, including contracts, license terms, and perpetual access agreements.

6. Assist RM&D Director with financial planning and budgeting.

7. Provide seamless user access in collaboration with other library and university constituents.

Minimum Acceptable Qualifications

Education: Master's degree in library and information science (MLIS) from an ALA-accredited program (or international equivalent). 

Experience: Experience reading, negotiating, and managing license agreements is required. Experience supporting the management and/or acquisition of electronic resources is required. A high level of technology proficiency, including information systems such as library service platforms, is required. Experience of troubleshooting electronic resource access issues is required. Experience using an Electronic Resource Management System such as CORAL or FOLIO is required.

Skills: Excellent verbal and written communication skills, interpersonal skills, and decision-making skills are required. The ability to analyze and evaluate data to produce reports and recommendations for decision-making purposes is required. The ability to effectively use technology in creative ways to address challenges is required. The ability to manage details associated with the implementation of complex policies and procedures is required. The ability to foster a work environment encouraging positive engagement with those of differing cultures and backgrounds is required. Job Description - Carroll County - Green Forest Library Director

Principal Responsibilities

  • Plan, direct and coordinate all activities of the library and the development of library facilities to best serve the needs of the community. 
  • Implement programs and policies established by local, county, and regional library boards. Establish library rules and procedures not in conflict with these policies. 
  • Responsible for funds collected through the library and tax funds under supervision of the local and county library boards.

  • Recruit, select, hire, supervise, and train library personnel, including staff and volunteers.
